Nioxin is a really good shampoo to thicken hair. It's pricey, but I know 2 ppl that use it and it dramatically thickened their hair.
Biolage is the less expensive one and it thickens too. I've used that one.

More than likely it's a hormonal thing. My younger sister has the same problem. What her doctor told had her do was start taking some male hormones and her hair started growing in on her head. With this action though, you run the risk of growing hair in other places, such as your upper lip and chin line. It's not guaranteed that will happen. My sister didn't grow any facial hair.
I'd explore all your options with your doctor.
